Introduction

Origin Certification
The Federation of Hong Kong Industries (FHKI), established under Ordinance Chapter 321of the Laws of Hong Kong in 1960, is a chamber of commerce and authorised by the Hong Kong SAR Government to issue all kinds of certificates of origin under Article 11 of the International Convention for the Simplification of Customs Formalities. The FHKI also issues Generalised Preference Certificates [Form A] for exports to Canada and Russian Federation. Its certificates are protected by the Protection of Non-Government Certificates of Origin Ordinance and recognised by customs houses throughout the world.

Certificate of Origin - Re-export (C.R.) |

Applications must be submitted together with the following documents:
| (a) |
A Certificate of Origin from the originating country of the goods in question, or |
| (b) |
A commercial invoice issued by the supplier in the originating country plus transport documents (bills of lading, airway bills etc) or export documents (export permit, export customs clearance permit, etc) issued by the government authorities in the originating country; or a Hong Kong cargo import manifest; |
| (c) |
Such other documents as the FHKI may deem appropriate. |
| (d) |
Photocopies of the above (a) to (c) for FHKI's record. | |

Applications must be submitted at least two clear working days in advance of the advertised departure date of the vessel concerned. |

 |
The Federation shall have the right to inspect the goods under application and to check the documents and records of the Hong Kong shipper. |

Certificate of Origin - Without Transit/With Transhipment (C.T.) |

The bill of lading by the exporter of the country of origin; |
| (b) |
The supplier's invoice; |
| (c) |
Such other documents as the FHKI may deem appropriate; |
| (d) |
Photocopies of the above (a) to (c) for FHKI's record. | |

Generalised Preference Certificate (Form A) |

Applications submitted to the FHKI must be signed by an authorised official of the factory and by the exporter concerned. |

The manufacturer must be currently registered with the Trade and Industry Department. |
| |

Applications must be submitted at least two clear working days in advance of the advertised departure date of the vessel concerned. |
| |
 |
The FHKI has the right to inspect the goods under application and to check the books and records of the manufacturer. |

 |
Certificates submitted to the FHKI must be signed by an authorised official of the exporter concerned. |

Commercial Document Endorsement and Consulate Endorsement |

The endorsement of invoices must be made together with CO applications. from the company concerned. |

The endorsement of other commercial documents must be supported by an application letter form signed by the company concerned. |

FHKI also provides services to facilitate traders' application for endorsement by the Consulates of Egypt, Turkey and Saudi Arabia in Hong Kong. |

C. O. Subscribers |
| |
C.O. user may join the FHKI as a C.O. subscriber to enjoy the preferential rate applicable to member for all kinds of certificates of origin. The annual subscription is $1,000 and the application fee is $100. |

Trade Declaration Service (TDEC) |
|
The import/export declarations lodged by importers and exporters are primarily used for compiling trade statistics by the Census and Statistics Department. Besides providing detailed information on commodity trade, trade statistics are widely used in Hong Kong and abroad as an indicator of our trade position, and some major decisions on economic policy are taken on the basis of them.
Importers/exporters may also use FHKI centres' service to lodge their trade declarations. They have to complete a paper authorization form available at these centres. The service centres will convert the information to electronic messages and transmit them to Tradelink for onward transmission to the Government. Service charge will be collected by these centres.
